The state register is constantly developing and qualitatively improving. In 2002, an automated system of a single state register of seafarers of Ukraine was established and is now functioning. This system is aimed at ensuring clear interaction of the registry, state qualification commissions and services of port captains and allows electronic records to be kept up-to-date of all documents issued to seafarers, to check the documents for legitimacy and to virtually eliminate the possibility of the appearance of illegitimate documents.

Such measures meet both national and international modern requirements in the fight against counterfeit documents. Non-legitimate documents may theoretically appear. Counterfeiters have always been and will be. However, sooner or later, as a result of document verification by the National Qualifications Commission, or at the request of a shipping or crewing company or port authority of any country, this document will be required. Currently, virtually all organizations, government agencies in the world are interested in the fact that only seafarers with the lawfully obtained documents work at sea. This is especially true now, with the grave danger of terrorism and the introduction of the OSCE Code.
